Commissioner Donohue has invited the community to his monthly neighborhood meeting Tuesday, Sept 22, 2026 to discuss the changes occuring on and around Minnesota Ave SE

Community Update: DDOT Minnesota Avenue SE Bus Priority Project Dear Neighbor, I hear you, and I completely understand your frustration and concern regarding the recent traffic- calming medians, pedestrian safety islands, and lane adjustments along our streets. Changes to our local roads impact your daily routines, parking, and overall neighborhood accessibility, and your voices must be front and center in these discussions. Following several complaints and direct feedback from our community, I have invited Maya Coleman, Transportation Planner with the Capital Planning Division at the District Department of Transportation (DDOT), to address our concerns directly. NOI# 26-253-TPA Re: Curbside Regulatory Compliance Actions under 18 D.C. Municipal Regulations (DCMR) 2405 Dear Chairperson White, Pursuant to the “Administrative Procedure Amendment Act of 2000” D.C. LAW 13-249 (48 DCMR 3491 April 20, 2001), the District Department of Transportation (DDOT) is required to give a written notice of our intent (NOI) to modify traffic and/or parking requirements. This notice of intent is being issued to inform the public of DDOT’s intent to update curbside regulations under 18 DCMR 2405, which mandates parking restrictions. DETAIL PROPOSED ACTIONS The District Department of Transportation (DDOT) will convert approximately 22 feet of currently regulated curbside space on the northwest and southwest corners and remove 25 feet of unregulated curbside space on the southeast corner of the 1900 - 2061 BLOCK OF Q STREET SE, converting all the space to 25 feet of NO STANDING OR PARKING ANYTIME. This action will improve the ability of pedestrians to see oncoming traffic and increase the distance from which motorists can see pedestrians in the crosswalk. This area will be converted to NO STANDING OR PARKING ANYTIME and will bring the intersection into compliance with DDOT standards for crosswalk setbacks. Additionally, the District Department of Transportation (DDOT) will be adding missing Residential Permit Parking (RPP) signage to the south side of the block. JUSTIFICATION FOR ACTIONS The actions described in this NOI are required to ensure compliance with 18 DCMR 2405. These regulations were enacted to ensure proper visibility of pedestrians at locations such as crosswalks and intersections, enhancing safety in alignment with DDOT’s Vision Zero goals. Failure to implement these actions would result in non-compliance with 18 DCMR 2405, potentially leading to consequences, such as legal penalties, public safety risk, or inefficiencies in public service delivery. Therefore, DDOT is obligated to proceed with the above detailed proposed actions.
