His professional foundation began shortly after graduating High School, when he was offered the opportunity to train as an Assistant Store Manager for Walmart in Lewisburg, Pennsylvania. Demonstrating strong leadership early on, he was promoted and relocated to Salisbury, Maryland, serving as an Assistant Store Manager to direct massive operations and oversee a 300+ person staff for a $54M annual facility. 

He later transitioned to manage operations and optimize business procedures as a Store Manager for Bugle Boy Industries, Inc. Tom then relocated to State College, Pennsylvania, where he attended Penn State University. During his time in State College, he deeply immersed himself in advocacy, serving as a strategic advisor on the Commission on LGBT Equity at Penn State University to promote institutional equity and inclusive policies. It was also during this foundational time in State College that Tom’s passion for public health and youth mentorship led him to establish Who’s Positive. 

Seeking new horizons, Tom later moved to Charlottesville, Virginia, initially serving as a flight attendant with USAirways Express / Piedmont Airlines. He then brought more structure into his life by joining Kaplan Test Prep and Admissions as an Associate Center & Services Manager in Charlottesville, sharpening his organizational skills by managing full-cycle talent acquisition, staff training, and performance supervision. He expanded the impact of Who’s Positive from its new Virginia base for over a decade, delivering powerful keynote presentations on national networks like CNN, NBC, and MTV, launching a groundbreaking nationwide mobile testing drive, representing organizational health interests before the FDA, and providing direct crisis intervention and peer support to youth navigating life-altering health crises. 

He further built his corporate expertise in Charlottesville by driving market expansion and strengthening B2B partnerships for Foodify. Since December 2014, Tom has operated TMD Enterprises in Washington, D.C., working as a Sole Proprietor and Contract Photographer for prominent publications like The Advocate and Metro Weekly, where he has managed end-to-end logistics for high-profile cultural events drawing over 300,000 attendees.

 Today, Tom brings this extensive background in crisis management, logistics, and compassionate advocacy to his role as the elected Advisory Neighborhood Commissioner for Single Member District 8A01, representing the Fairlawn and Anacostia communities where he has lived for over 15 years. Elected in November 2024 and sworn into office in January 2025, Tom utilizes a friendly, collaborative "neighbor-leader" approach to local governance. He actively patrols his district to conduct field safety audits, addresses infrastructure hazards, tracks vacant property violations, and partners with city agencies like DPW and DDOT to resolve constituent complaints. He also serves on the Local School Advisory Teams (LSAT) for Kramer Middle School to push for school funding reform and facility maintenance. When he isn't fighting to ensure his constituents' voices carry "great weight" in local government, Tom can usually be found walking the neighborhood blocks, listening to residents, and connecting directly with his neighbors.
